i thought passing tones only occurred on the weak beats and not "on the beat" itself
its a accented passing tone
Accented is correct. You may recall that in some of the examples in class from the text and analysis in the workbook the accented passing tone has been discussed and mentioned as a favorite device of Bach. Ben is Correct that in strict 2:1 counterpoint we would not use a passing tone on the beat.
Another way of saying a dissonance that occurs on a strong beat is an appoggiatura.
