would it be incorrect to, instead of doing a I-V-I progression as the cadence, to do a I-IV-V-I as a PAC or can a PAC only be approached by a I chord?

I'm not 100% possitive, but I am fairly certain that you can have another progression such as I-IV-V-I, you may want to look at pages 285 or example 15.10 on page 261. The last four chords of the given example are ii-V7-V-I.
The chords that determine the PAC are the V and I. A variety of chords can precede them. The key is that the V and I are at the end of a musical phrase.
